Program Requirements
What We Ask of Our Partners
TRC partnerships are built on performance, integrity, and shared values. We cap our network at 10 agencies maximum to maintain quality and accountability. Here is exactly what is required.

Zero Tolerance: No Recruiting Fees to Candidates — Ever
TRC partner agencies are strictly prohibited from charging candidates any recruiting fees whatsoever. This is a non-negotiable condition of partnership. Any agency found to be charging candidates will be immediately removed from the TRC network with no exceptions. We protect our candidates. Always.

International Candidate Pipeline Required
Partner agencies must have access to an active international candidate pipeline — Caribbean, Asia, Africa, South America, or other global regions. Domestic-only networks do not qualify.

Screen & Interview All Candidates Before Submission
Agencies are required to conduct their own screening and interviews before submitting any candidate to TRC. We do not accept unvetted submissions. Quality over quantity is mandatory.

US Program: 2,000 Candidates per Agency by April 2026
Each partner agency must contribute a minimum of 2,000 candidates toward TRC's US work program goal of 12,000 total candidates by April 2026.

Canada Program: 100 Candidates per Agency by June 2026
Each partner agency must contribute a minimum of 100 candidates toward TRC's Canada work program goal of 600 total candidates by June 2026.

Complete 6-Hour Onboarding & Training
All agencies must complete TRC's 6-hour training program (conducted over 1–2 days). At least one main agency partner must complete the full training before going live.

Legally Registered & Submit Proposed Rate
Your agency must be legally registered in your country of operation. You will also submit your proposed per-candidate rate at time of application — starting at $500 USD, negotiable.

U.S. or Canada Work Visa Experience — Agencies with a demonstrated track record processing U.S. or Canada work visa programs qualify for a higher per-candidate compensation rate.

In-House Immigration Paperwork Capability — Agencies that can process candidates' immigration documentation in-house (including DS-160 and related forms) earn a higher rate, as this reduces TRC's processing workload.

Don't Have a Formal Agency? You Can Still Apply.
If you don't have a registered agency but have significant personal experience recruiting and onboarding candidates for U.S. or Canada work visa programs, you are highly encouraged to apply. Individual recruiters with strong track records and international networks are welcome in the TRC program.
